About NSW MSEC
Representing and supporting medical staff across New South Wales
Our Purpose
The NSW Medical Staff Executive Council (NSW MSEC) serves as the peak body bringing together medical staff councils from across New South Wales. We work collaboratively to improve healthcare delivery, support clinicians, and engage directly with the NSW Ministry of Health on matters affecting medical professionals statewide.
After a period of reduced activity, NSW MSEC has been re-energised and is actively working to strengthen communication and collaboration between local medical staff councils and the state government.
Our Executive Committee
The NSW MSEC Executive Committee comprises dedicated medical professionals from various healthcare facilities across NSW, working together to represent the interests of clinicians statewide.

Meet Our Executive Committee
Dr Setthy Ung
Chair
BSc(Med) MBBS FACEM
Dr Ung is a Senior Staff Specialist in Paediatric Emergency Medicine at Campbelltown Hospital. As a Fellow of the Australasian College for Emergency Medicine (FACEM), he specializes in paediatric emergency care and has been instrumental in developing emergency services in southwestern Sydney.
Dr Ung has also contributed to healthcare development work in Cambodia and has extensive experience with Sydney Children's Hospital Network.
Dr Louise Imlay-Gillespie
Rural co-Chair
BMed FRACP
Dr Imlay-Gillespie is a Consultant Haematologist based in the Northern Rivers region, providing specialist care at Lismore Base Hospital, St Vincent's Hospital, Bangalow Consulting Centre, and Grafton Hospital.
She is a Fellow of the Royal Australasian College of Physicians (FRACP) and specializes in haematological malignancies including leukaemia, myeloma, and lymphoma. Dr Imlay-Gillespie is the founder of the Northern Rivers Doctors Facebook Group and chairs the Rural and Regional working party within the Australasian Leukaemia and Lymphoma Group (ALLG), working to bring therapeutic trials to regional areas.
Dr Pecky (Upeksha) De Silva

MBBS FRACS
Dr De Silva is a Vascular and Endovascular Surgeon and the Clinical Director of Surgical Services at Sydney Adventist Hospital. She serves as Chair of the Women In Surgery Committee at the Royal Australasian College of Surgeons (RACS) and sits on the NSW RACS Regional Board.
Trained at the University of New South Wales, Dr De Silva has completed advanced training both in Australia and internationally, including fellowships at National University Hospital in Singapore and the Royal Infirmary in Edinburgh. Her practice is based in Hornsby with admitting rights at Sydney Adventist Hospital and Dalcross Hospital.
Dr Kathryn Browning Carmo

BSc BMed PhD FRACP
Dr Browning Carmo is a Senior Consultant Neonatologist at Sydney Children's Hospitals Network and Associate Professor (Conjoint) at UNSW. She holds a PhD in Retrieval Medicine from the University of Sydney and has extensive experience with the NSW Neonatal and Paediatric Transport Service (NETS NSW).
Her research focuses on neonatal and paediatric emergency care and transport, with over 433 cited publications. Dr Browning Carmo is also a member of the AMA (NSW) Council, where she advocates for neonatal and paediatric patients, particularly families in rural NSW.

Engagement with NSW Health
NSW MSEC maintains an active partnership with the NSW Ministry of Health, meeting regularly to discuss issues affecting medical staff and healthcare delivery across the state. This collaboration ensures that the voices of frontline clinicians are heard at the highest levels of health policy and planning.
